A Programme Director leads major engineering or construction programmes comprising multiple interconnected projects, significant organisational change, and senior stakeholder management at government, client, or board level. Programme Director appointments are distinct from Project Manager roles in their scale, governance complexity, and the degree of strategic and commercial accountability involved. What the role involves
- Leading the programme governance, strategy, and delivery organisation, including establishing programme management office structures and governance frameworks from initial mobilisation through to programme closure
- Managing a portfolio of projects and workstreams within the programme, ensuring interdependencies are managed and integration risks are controlled across technical, commercial, and supply chain workstreams simultaneously
- Managing programme budget, schedule, risk, and stakeholder relationships, with accountability for programme-level performance reporting to senior responsible owners, investment committees, and in government programmes to ministerial level
- Interfacing with government, clients, and investors at a senior level, including ministerial briefings, client executive meetings, and investor reporting
- Building and leading the programme management team, including Project Directors, Programme Managers, and technical leads across the programme
- Reporting programme performance to boards, governance bodies, and clients, including Investment Decision Point and Gate Review processes
Who employers are looking for
An engineering degree and relevant technical background are valued for Programme Director appointments in engineering-intensive environments. APM RPP (Registered Project Professional) or MSP (Managing Successful Programmes) certification is commonly held, and in government-facing environments may be a formal requirement. PgMP from PMI is increasingly recognised for complex, multi-national programme environments.
Prince2 Practitioner or equivalent project management qualification provides the foundational framework understanding, but Programme Directors are expected to have moved well beyond this. The ability to design and implement programme governance frameworks, manage programme-level risk, and lead large, geographically dispersed delivery organisations is what distinguishes a Programme Director candidate from a competent senior project manager.
Security clearance at SC or DV level is often required for defence and nuclear roles. DV-cleared Programme Directors are in genuine short supply, and command a material premium in the market. Contract Programme Directors working outside IR35 in major infrastructure earn £700-£1,200 per day.
Boards and executive sponsors assessing Programme Director candidates are particularly focused on crisis management and recovery capability. The ability to stabilise a programme that is behind schedule or over budget, re-baseline credibly, and rebuild stakeholder confidence is one of the most valued and hardest to find capabilities at this level. Candidates who can evidence specific programme turnaround, not just successful delivery from a clean start, consistently perform strongly at shortlist stage.
In defence environments, the Programme Director will regularly interface with the MOD or equivalent government procurement body, requiring political awareness, confidence in formal correspondence and governance forums, and the ability to manage the relationship with the customer independently of the business development team. In major infrastructure, the Programme Director's relationship with the client's senior responsible owner is central to programme success, and candidates who have built and sustained effective client relationships through difficult programme phases are the most sought after. The supply of Programme Directors with genuine multi-billion-pound programme experience and current security clearance is very limited in the UK. Most credible candidates are engaged on programmes and need careful, discreet approaches over time rather than reactive search processes.

Defence and nuclear Programme Directors earn at the top of the range. DV-cleared programme directors are in very short supply and command a significant premium. Contract Programme Directors in major infrastructure earn £700-£1,200/day outside IR35.
