The construction market in Scotland

Scotland's offshore wind programme is among the most ambitious in the world. Civil engineers, project managers, quantity surveyors, and planning engineers with energy infrastructure experience are in strong demand, and the pipeline extends well beyond 2030.

The Scottish Government's capital construction programme delivers significant public sector building work across health, education, and justice. Robertson and Graham Construction are two of Scotland's most prominent regional contractors and both deliver heavily on Hub-procured public sector work. The Hub initiative and its hub territories have delivered schools, healthcare facilities, and community buildings across all regions of Scotland, with Sir Robert McAlpine and BAM active on the larger commercial and civic programmes. Babcock's Rosyth naval base requires specialist defence construction management, and the oil and gas infrastructure decommissioning programme on the North Sea is generating onshore civils and industrial construction work in Aberdeen and along the Moray Firth coast.

Edinburgh city centre has one of the most active development pipelines of any UK city. Student accommodation, hotel development, commercial office, and the ongoing Edinburgh St James regeneration have kept site managers, quantity surveyors, and project managers busy through the 2020s. Glasgow's commercial and residential regeneration, particularly around the Clyde waterfront and in areas benefiting from the Commonwealth Games legacy, adds depth to what is a genuinely active national construction market.

Site engineers and graduate surveyors in Scotland earn £32,000 to £40,000. Site managers and quantity surveyors at mid-level earn £42,000 to £56,000. Project managers and commercial managers earn £52,000 to £66,000. Senior project managers on offshore wind or major public sector programmes command £64,000 to £80,000. Edinburgh roles sit 5 to 8 per cent above the wider Scottish average. Aberdeen oil and gas decommissioning construction roles often carry industry supplements.
