A Bid Manager leads the end-to-end process of producing commercial tender responses and proposals for technical products and services. Where a Proposals Engineer focuses on the technical content of individual submissions, a Bid Manager owns the whole process: from opportunity qualification through to submission, coordinating input from sales, technical, commercial, and legal teams to produce responses that are compliant, compelling, and delivered on time. Bid manager roles are in demand across defence, industrial automation, energy and utilities, and engineering services sectors where large contract opportunities require structured, high-quality bid responses. Salaries run from £32,000 at entry level to £72,000 and above for senior bid managers; Bid Directors in large defence businesses earn £80,000 - £100,000 or more.
What the role involves
- Managing bid responses from initial opportunity qualification through to final submission, maintaining control of process, content, and deadline across all contributors
- Coordinating input from technical, commercial, legal, and operations teams, holding each to their content commitments and quality standards
- Writing and editing bid responses to a high standard, ensuring clarity, compliance with specification requirements, and commercial persuasiveness
- Managing concurrent bid timelines across multiple live opportunities without compromising the quality of any individual submission
- Developing and maintaining a bid library of standard content, past questions, and approved boilerplate to improve efficiency and consistency
- Leading post-submission debrief sessions with customers and internally to capture lessons and continuously improve win rates

Bid management methodology is the professional anchor of this role. APMP Foundation or Practitioner qualification is increasingly expected at mid-career level and above, giving employers confidence that the candidate manages bids to a structured standard. An engineering or commercial background in the relevant sector provides the context to engage with technical and commercial content credibly. Without sector knowledge, bid managers struggle to challenge or improve the content provided by SMEs.
Technical writing skill is central: bid responses are evaluated documents, and the quality of the writing directly affects win rates. Project management discipline is equally important: bids run to fixed deadlines and involve multiple contributors who all have other priorities. Bid managers who cannot hold a process together under pressure do not last long in the role. Government tender portal experience, including Jaggaer, Bravo, and public sector procurement systems, is expected in roles serving public sector clients.
Senior bid managers and bid directors in defence, energy, and government sectors develop detailed knowledge of public procurement frameworks, evaluation criteria, and scoring methodologies. This specialist expertise is rare and commands significant salary premiums over generalist commercial bid management roles. APMP Practitioner certification at this level is close to mandatory.
